You have a current license that conflicts with the one you’re trying to purchase (Ex: trying to buy a 7-day fishing license when you have an annual fishing license).

You do not have the prerequisite license in your shopping cart or in your holdings. Ex: You will not be able to buy a Bow or Muzzleloading privilege unless you already hold a Hunting license.
